The Cato Institute seeks to publish books and studies that meet the highest standards of scholarship, are accessible to a broad readership, and explore policy alternatives consistent with the principles of individual liberty, limited governments, free markets, and peace. Cato books and studies are written by the Institute's own scholars and by outside authors. Manuscript Acquisition The Cato Institute publishes books written by authors who are not otherwise affiliated with Cato. These manuscripts should be analytical studies of important public policy issues written for a wide audience. Manuscripts will be reviewed in accord with scholarly standards and the publication needs of the Cato Institute. Prospective authors should contact the acquisitions editor with a brief proposal, including a description of the work and its intended audience, table of contents, introduction or sample chapter, expected length, projected schedule for completion of the manuscript, and a brief resume or curriculum vitae. Complete manuscripts should not be sent unless invited and will not be returned. Please note: We publish public policy studies in a broad range of issues.
